Howard earned earned his Master
in Business Administration from Villanova University in 2004, his Bachelors of Science in Business Administration Cum
Laude from the University of Delaware in 2002 , and has certifications from a variety of institutions including Harvard University.
Howard has a broad range of business, consulting and management experience including 10 years as Chief Executive Officer of
Transformation Enterprise and serving 13 years as a department head at the Delaware River and Bay Authority.

Howard Sr. was a retired Army Lt. Colonel where
he served as controller at Fort Dix, New Jersey, managing over $150 million in annual budgets. He worked as deputy
inspector general and battalion commander at Fort Dix, providence advisor for the city of Hue in
Vietnam, brigade logistical officer in Vietnam, and company commander at Fort Knox, Kentucky. Howard Sr. served as the director
of substance abuse and alcohol, assistant director of health and human services, and director of policy and planning for Camden
County, New Jersey. He also served on the Board of Commisioners for the Delaware River and Port Authority and had over
40 years of leadership and management experience. Howard Sr. earned his Bachelors of Arts in Urban Studies and his Masters
in Education from Rutgers University, and had certifications from Harvard and Cornell Universities. Howard Sr. made significant
contributions creating and developing the core concepts and winning strategies for Transformation Enterprise.
